Chapter I General Provisions

 

Article 1 To cultivate and foster high-level scientific research personnel adaptable to the development of China's futures industry, to improve comprehensive competitiveness of the Shanghai Futures Exchange (hereinafter referred to as the SHFE or the Exchange), to promote the sustainable development of the SHFE, upon approval by the Ministry of Personnel, the Exchange established the Postdoctoral Scientific Research Workstation (hereinafter referred to as the Workstation).

 

Article 2 Given the specific circumstances of the SHFE, the Workstation formulated these administrative measures according to relevant regulations of postdoctoral management made by the State.

 

Article 3 The Workstation abides by the leadership and business guidance of the Office of the National Postdoctoral Management Committee, the Shanghai Municipal Postdoctoral Office and the SHFE Postdoctoral Scientific Research Workstation Management Committee.

 

Article 4 The Workstation, together with the unit that establishes Postdoctoral Mobile Station (hereinafter referred to as "Mobile Station”), jointly recruit and train enterprise-related postdoctoral researchers (hereinafter referred to as "post-doctors").

 

Chapter II Organization

 

Article 5 The SHFE Postdoctoral Scientific Research Workstation Management Committee (hereinafter referred to as “Management Committee”) takes charge of the Workstation’s leadership. The Development Research Center and the Human Resources Department manage the Workstation directly, with the former one mainly responsible for its daily management and scientific research management, and the later one in charge of enrollment and demission of postdoctoral researchers and post-doctoral payroll and benefits.

 

Main responsibilities of the Management Committee:

 

1. to examine and approve development plans and the medium and long-term planning of the Workstation;

2. to examine and approve postdoctoral recruitment plan, research direction, research projects and budgets;

3. to examine and elect candidates for post-doctors;

4. to engage well-known experts and scholars from home and abroad to establish postdoctoral guiding expert groups (except cooperating supervisors allocated by the Mobile Station for Joint Training);

5. to examine and approve post-doctors’ demission upon expiration or in advance, or for some specific reasons;

6. other significant issues that need to be examined and approved by the Management Committee.

 

Article 6 The Workstation engages guiding expert groups which are consulting and academic appraisal institutions of the Workstation, with its members appointed by the Management Committee. Main responsibilities of guiding expert groups are as follows:

 

1. to participate in examining and verifying candidates for the Workstation’s post-doctors;

2. to take part in examining and verifying of postdoctoral dissertation proposals, interim reports and final research results;

3. to give guidance on postdoctoral research projects;

4. to give guidance on academic activities the Workstation conducted.

 

Article 7 Main responsibilities of the Workstation:

 

1. to work out post-doctoral research projects and propose scheme of post-doctoral recruitment and budget;

2. to work out, organize and implement various schemes including post-doctoral research activities, social activities, postdoctoral dissertation proposals, interim reports and concluding reports;

3. to work out management systems of the Workstation and supervise the implementation of all management systems;

4. to organize post-doctors to engage in scientific research activities of business departments, if necessary;

5. to manage the enrollment and demission of post-doctors;

6. responsible for postdoctoral daily management, using and controlling of daily expenditure, scientific research expenditure and gross expenditure;

7. responsible for publicity and exchanges of the Workstation;

8. other tasks assigned by the Management Committee.

 

Chapter III Recruitment and Enrollment of Post-doctors

 

Article 8 Postdoctoral recruitment conditions:

1. support the socialist system and comply with Chinese laws;

2. obtain or about to obtain a doctoral degree at home and abroad;

3. good at both academic study and character, in good health and under 40 years old

4. has a strong research capability and professionalism;

5. has relevant expertise related to research projects;

6. able to engage in research work in full-time employment;

7. other conditions stipulated by the Workstation.

 

Applicants with practical experience concerning futures, finance, legal, financing, computer, etc. are preferred.

 

Article 9 Materials need to be provided when applying for postdoctoral posts:

 

1. Basic materials:

 

1) the "Postdoctoral Application Profile";

2) the "Post-doctoral Application Form" (Enclosed herewith are 2 one-inch bareheaded photos);

 

Notes: the "current status" in the "Post-doctoral Application Form" is divided into two categories: (a) for post-doctors of "unified enrollment and assignment", the opinions, signature and seal should be made by the department in charge of doctoral candidate’s enrollment; (b) for post-doctors of “non-unified enrollment and assignment” including doctors under entrusted training or orientation training, on-the-job doctors, servicemen, etc., the opinions should be made by the working institution (human resources department with independent personnel authority) or the political department of troops above division-level.

 

3) Those with doctor’s degree should submit their graduation certificate and degree certificate; those who will receive their doctor’s degree shortly should submit the Resolution of Doctor’s Degree Dissertation Defense Committee of the university level;

4) “Letters of Recommendation” from two doctoral supervisors who studying related disciplines;

Note: As for overseas candidate for post-doctors, recommendation from a foreign expert needs to be provided.

5) photocopy of identity card or document having the same effect, such as a residence permit for foreigners, military identification;

6) proposed subject and summary of research scheme;

7) three representing masterpieces of academic research.

 

2. Other materials:

1) overseas doctors shall provide “Recommendation from Education Division (Section) of the Embassy/Consulate of PRC in Foreign Countries” or the Certification for Returned Oversea Scholars, or the Certificate for Annulment of Household Registration;

2) as for on-the-job doctors, off-job certificate from working company should be provided. The working company shall agree to provide the certificate of on-the-job doctors, if doctors want to seek employment themselves after demission from the Workstation.

3) as for resigned employee, they shall provide the proof of the former company’ approval of resignation, or “Resignation Certificate” issued by the affiliated talent mobility service agency under equal-level government personnel department of its former company or proof for archive filing;

4) as for the newly demobilized soldiers, “Approval Letter of Demobilization” from the political department of troops above division-level should be provided;

5) other materials required by the Workstation.

 

Article 10 The Workstation and the Mobile Station negotiate and jointly determine candidates for post-doctors, and submit to the Shanghai Municipal Postdoctoral Office for discussion and approval.

 

Article 11 The SHFE will sign “Employment Agreement on SHFE Postdoctoral Researchers” with post-doctors who obtain the approval of enrollment.

 

Article 12 The Workstation and the Mobile Station jointly appoint experts to give guidance on research on subjects, and if possible, assign appropriate research assistants to post-doctors.

 

Chapter IV Management on Post-doctors Working in the Workstation

 

Article 13 Post-doctors working in the Workstation should abide by management regulations of the Workstation and all rules and regulations of the SHFE. They should enjoy stipulated favorable polices and assume corresponding obligations.

 

Article 14 Generally, for post-doctors’ 2-year term of working in the Workstation, most of the time is spent in the SHFE, but for some specific subjects, upon approval by the Workstation, not more than 2 months could be spent in the Mobile Station. The Workstation takes charge of management when post-doctors are working in the SHFE, while the Mobile Station takes charge of that when post-doctors are working in the Mobile Station.

 

Article 15 The Workstation implements periodic assessment and irregular work inspections towards post-doctors.

 

Post-doctors should complete postdoctoral dissertation proposals within 3 months, interim reports within 1 year, concluding reports before demission, and finally submit final research results. The aforesaid reports and results are examined and verified jointly by the Workstation and the Mobile Station.

 

Article 16 Post-doctors should conduct scientific research activities oriented at main tasks of the SHFE and complete all scientific research work assigned by the SHFE. Besides, semi-annual and year-end reports expressing all progress in scientific research should be submitted to the Workstation in written form.

 

Article 17 As for any post-doctors who flunk the periodic assessment, violate management regulations, study research subjects without prospects, unable to finish primary scientific research assigned by the SHFE, once they are regarded as unsuitable to continuously engage in post-doctoral research work by the Management Committee, the Workstation and the Mobile Station will jointly submit relevant files to the Shanghai Municipal Postdoctoral Office for discussion and approval, with the final result of demission as well as termination of their research work and all subsidies for the post-doctors.

 

Article 18 According to the needs of research projects and the SHFE scientific research, upon application by the SHFE, post-doctors can attend international conferences in foreign countries or engage themselves in short-term academic exchange activities, with the term of not more than 3 months in general, but can be extended appropriately once approved for some specific needs of scientific research.

 

Article 19 As for any damages to the economy and reputation of the SHFE caused by post-doctors due to their personal reasons, post-doctors shall compensate and handle the loss in accordance with administrative regulations on staff of the SHFE.

 

Article 20 As for post-doctors who need to extend the term on the account of research work, their working term can be appropriately extended for not more than 1 year after obtaining the approval from higher authorities following the approval from the Workstation and joint training institution upon negotiation.

 

Article 21 As for post-doctors who complete postdoctoral research work with outstanding achievements in advance, demission ahead of time for not more than 3 months is available after obtaining approval from the Shanghai Municipal Postdoctoral Office to which the application jointly submitted by the Workstation and the Mobile Station.

 

Article 22 The Mobile Station takes charge of post-doctoral personnel relations, and handles household registration according to the relevant regulations of China.

 

Chapter V Postdoctoral Expenditure and Remuneration

 

Article 23 Postdoctoral expenditure is divided into 2 parts: daily expenditure and scientific research expenditure.

 

The SHFE provides daily expenditure for every post-doctor annually, mainly used for covering post-doctor’s cost of living including wages, housing, spouse and child placement. Besides, the SHFE provides post-doctors with basic social insurances including retirement insurance, unemployment insurance and medical insurance according to relevant provisions of the State.

 

The SHFE also provides post-doctors with corresponding scientific research expenditure which is collectively managed by the Development and Research Center.

 

Article 24 Appropriate incentives will be given for post-doctors with outstanding achievement in research work based on the performance-related principle pay.

 

Chapter VI Management on Postdoctoral Expiration

 

Article 25 Upon expiration, post-doctors should provide work reports and research achievements towards which the Workstation and the Mobile Station will jointly organize experts to conduct assessment, with the main contents as follows:

 

1. the academic level, business and social benefits of research achievements;

2. the contribution to scientific research of the SHFE and practical problem-solving ability.

 

Article 26 Work units for post-doctors will be assigned based on the principle of two-way selection. The Workstation and the Mobile Station will jointly fill in the table of “Comments on Work Assignment of Enterprise-related Postdoctoral Researchers upon Expiration”. The Mobile Station will submit relevant materials to the Shanghai Municipal Postdoctoral Office and handle work assignment according to relevant regulations.

 

Article 27 Postdoctoral professional title evaluation will be handled in accordance with relevant policies.

 

Chapter VII Postdoctoral Research Achievements

 

Article 28 The intellectual property rights of postdoctoral research achievements are shared by the SHFE and the joint training units.

 

Postdoctoral research achievements belong to research achievements of position work, thus post-doctors are entitled to enjoy their rights according to the relevant regulations; A post-doctor’s publication of his research work designated by the SHFE should be signed under the name of SHFE post-doctor or post-doctor from the SHFE and the joint training units; Publications of research work jointly completed with relevant staff of the SHFE should be signed under the name which is negotiated between the participated members; research work that is not designated by the SHFE should be signed under the name of the post-doctor himself/herself. The aforesaid publications of research work should be carried out according to relevant regulations of the “SHFE Administrative Measures on Publicity”.

 

Article 29 Post-doctors shall strictly abide by the “SHFE Confidential Regulations” when working in the Workstation. Post-doctors, after their demission upon expiration, shall have confidential issues kept confidential according to relevant provisions of the SHFE.

 

Chapter VIII Supplementary Provisions

 

Article 30 The SHFE reserves all rights to the administrative measures.

 

Article 31 The administrative measures shall be implemented from May 1, 2005.
