Circular on Requesting Public Comments on Revising the Clearing Rules of the Shanghai Futures Exchange and Other Relevant Rules for Streamlining VAT Invoicing Procedures

To streamline VAT invoicing procedures, the Shanghai Futures Exchange (SHFE) proposes to revise the Clearing Rules of the Shanghai Futures Exchange, Delivery Rules of the Shanghai Futures Exchange, Copper Cathode Futures Rules of the Shanghai Futures Exchange, Aluminum Futures Rules of the Shanghai Futures Exchange, Fuel Oil Futures Rules of the Shanghai Futures Exchange, and Cast Aluminum Alloy Futures Rules of the Shanghai Futures Exchange in accordance with the Futures and Derivatives Law, Regulations on the Administration of Futures Trading, Measures for the Administration of Futures Exchanges, and other applicable laws, administrative regulations, and administrative rules. SHFE is now welcoming public comments on the proposed changes.

Please send comments and suggestions on the revised rules to SHFE by mail or email before September 24, 2026. Please note that by responding, you agree that SHFE may use your contact information and materials for the sole purpose of this public comment process.
